If you look up these components on sites like TigerDirect.com, you'll see what each peice is worth.

Wherever you buy a computer from, ask for a copy of windows xp pro as well, I've seen Toshiba has started to offer windows xp pro (fallback) as well as vista (preinstalled) for their laptops.
If my math serves me right, thats about $1250 USD. I would never advocate anyone go to Dell for anything these days, their PC's are borderline OK for most things, but their tech support might as well be nonexistant. Any customers I've had with Dells that had hardware problems were always left out to dry, or had to stay on the phone for hours just to be told to reinstall windows and loose everything they have installed.
Acer computers seem to be pretty decent for regular use and not too expensive, and I've always had good luck with their products. HP and Sony are good machines, but generally come with way to much preinstalled crap. Im not a big fan of Vista, and if you wanted a XP machine youll usually have to wait longer to get it or pay a few dollars more. It all depends on what you're planning on using the computer for I guess. If its for gaming, dont get a PC with a video card that doesn't support DirectX 10 for future gaming support. Also a 128MB PCI-E card and 256MB PCI-E card cost about the same these days retail, and I would definetly reccomend at LEAST 256MB.

All except the GeForce 6100 video (which is OK, but not great for gaming) it seems like a good deal. And usually people and companies on ebay a willing to add stuff to their machines. Plus it's using an AMD 5600+ cpu, which is a dual 2.8ghz core and pretty fast.
But if it were me - no, thats too much for what you get. Look around, don't fall back to just the big names, look around.

ask them to partition the hard drive 50 gig for C: and remainder D:
move My Documents to D:
install any programs to C:
but anything the User does (eg word document) is on D drive.
if you doing study or buisness, I suggest to make sure you can plug two monitors in the video card. Ask about that.
You can go 2x 19 in monitors or 1 X 22 inch
to use 1 x 22 inch as a dual display can be messy
